Next time just shriek “Oh my God they’ve bitten that child!” and watch people come out of the woodwork.
Is pepper spray legal over there? I have it on good reputation it’s just the thing for yappy dogs…
The problem is *my* dog would probably get hit by it while she’s trying to avoid the miserable little beasts.
I don’t know why people with small dogs often think training and other rules of good canine parenting don’t apply to them. So sorry! Were they white? Next time, take a gun loaded with a few paint balls and… Oh, I didn’t say that. I can’t condone violence even to yap dogs. ;)
managers have two dogs and the dogs are friendly enough but crap all over the place and their owners don’t pick it up. I love dogs exept the wrought rilers. There’s a bylaw enforcement commitie here in my City trying to ban them from within the City limits.

I would find out what the local laws are on dogs not being leashed/behind a fence. If the law is that they have to be under control, then file a complaint. (If not, then, well, there’s not really that much you can do.)
